Why is NH3 the strongest base?

Due to smaller atomic size the density of lone pair electrons on N in NH3 is larger than that of P in PH3. So, NH3 is a stronger Lewis base than that of PH3.

Is BiH3 a strong base?

Smaller size means greater concentration of electron cloud in smaller volume e.g in NH3 resulting higher basic character than large sized Bi atom in BiH3 which is weaker. Higher Electronegativity of the central atom lesser tendency of the species to donate electron density or weaker basic nature e.g. NH2- > OH-.

It is the production of these hydroxide ions that imparts ammonia its characteristic basicity.
