Why steel is not deducted from concrete?

In small structures the steel volume is negligible in comparision to concrete. So generally this is avoided. But in large and heavy reinforced structures like bridges, Dam spillway, cantilever retaining walls equivalent steel volume is deducted from concrete volume while paying contractor’s bill.
