Will an iMessage deliver if someone is on the phone?

When the recipient’s phone is turned off or dead, Apple holds the iMessages sent to that account on its servers and delivers them to the iPhone when the recipient turns it back on. The message is delivered to any of these devices when it is active, even if the message has not reached the phone.

Will an iMessage be sent as a text message when the recipient’s phone is turned off?

If the recipient’s phone is off, iMessage will not say delivered to the sender until the phone is powered back on. iMessage will only go through and says delivered if the recipient has other Apple devices with iMessage enabled. Why does it say iMessage but sent as text message?

As mentioned previously, an iMessage sent as a text message is usually indicative of a network issue. If your iMessage doesn’t have a “Delivered” message underneath it, but previous ones in the conversation did, then this could be an indication that you have been blocked.
