Can we take transfer from one engineering college to another?

Yes, you can change the college after completing your 2nd year of engineering degree. This process is possible only if the college affiliation is same and your new college comes under same university.

Can I change my college after 1st year to IIT?

Yes you can change your college after completing first year but you can only migrate to the college. Sometimes you need to take entrance exam again. You can change the branch after first year according to your interest. Engineering is the only branch which help to change in next year.

No it is not possible to change you college in 3rd year. Other than normal 1st semester admissions, in india we have an option of lateral entry in engineering. But through lateral entery a student can get admission into 2nd year only.

As your college and branch is not mentioned, am presuming your college and branch. To change branch: Most colleges allow their students to change branch. It’s usually based on merit of the candidate (score on entrance exam and marks achieved). The shuffling in the department is also allowed (usually) during the first semester or first year only.

Is it possible to take admission in another college in 2nd year?

This is not really possible. To take admission in other college in second year you will have to appear for the exam afresh. Also in the same college you can apply for course change if the college has this criteria but otherwise college change is not allowed with the same previous rank or scores.
