Do you have to plug in USB 3.0 on motherboard?

It’s your motherboard that determines what you can do, everything else just plugs into that. If there’s no where to plug it in, it won’t work. In the case of USB 3.0 specifically, you can probably still plug it into the USB 2.0 connections on your motherboard, but it will be downgraded to 2.0 status by doing so.
