Why did all for one lose to All Might?

It’s due to his fight with One For All which left his stomach punctured pretty badly that took a toll on him and limited his power usage to a few hours a day. Also, when he passed the power to Midoriya, it meant that it would start declining from him because another now had it.

Why was All Might able to use 100\% right away?

All Might is currently the strongest OFA user, so it makes sense that Deku would not be able to use 100\%, as it is the combined power of All Might and the rest of the users of OFA. Since it was much weaker when All Might had it, he was able to use 100\% of his power with no problems.

Will DEKU ever be able to use 100\% of his power?

Despite All Might being born Quirkless like Deku, All Might possesses all of the natural qualities of a hero. In fact, All Might has confessed that he’s always been able to harness 100 percent of One For All’s power without experiencing any side effects while Deku can’t do so without badly damaging himself.

What does all might’s victory mean to you?

Show them how to be the true hero that Stain believes they should be. The second part is related to All Might’s power. One for All seems to be EXTREMELY emotion based. Think about it.
