What determines the accuracy of a gun?

The accuracy of a shot relies on many different factors, which can be broken down into three broad categories: the firearm, the cartridge, and the shooter. Accurizing generally refers to the processes that are applied to the firearm.

A rifled barrel imparts much greater accuracy to a projectile, as compared with a smoothbore barrel. The name rifle, most often applied to a weapon fired from the shoulder, may also denote a crew-served weapon such as a rifled cannon or recoilless rifle.

Are bullets accurate?

Flat-base, low-BC bullets are capable of exceptional accuracy, even one-hole groups. But only to a certain range, depending on the bullet. When a bullet slows below supersonic velocities (lower than about 1100 fps), accuracy deteriorates considerably. This occurs with low-BC bullets at much shorter ranges.
