In sports (particularly association football), a two-legged tie is a contest between two teams which comprises two matches or “legs”, with each team as the home team in one leg. The winning team is usually determined by aggregate score, the sum of the scores of the two legs.

Now aggregate score of A team is 2+1=3 and B team is 1+3=4. As B team has more number of goals over the 2 legs, so despite losing the first match, B team is declared winner on aggregate. When a team wins on aggregate, it means that the total goals that they have scored versus an opponent are more than the opponent scored.
