What is difference between BER and SER?

If 1 bit is in error, then the BER is 1/1000 which is 0.001. However, if we now take QPSK, we would send 500 symbols and SER would mean any one symbol being erroneous. This is 1/500 which is 0.002 and hence higher than 0.001.

What is the difference between a symbol error and a bit error?

The exact symbol error rate in QPSK is 2p−p2 where p is the bit error rate. When p is small (which happens when the SNR is large), the symbol error rate is very slightly smaller than twice the bit error rate.
