What is state of eligibility for 15 All India quota?

Under the 15\% All India quota, you can apply for any state in India except Jammu and kashmir irrespective of you having domicile of that state or not. Suppose, you have applied for delhi in your 15\% All India Quota and you don’t have the domicile of delhi.
