Why did the doctor leave Jack behind?

Jack gets killed by the Daleks and brought back to life by Rose/Bad Wolf. However, she brought him back permanently causing him to be immortal. The Doctor left Jack behind because he was honestly disgusted by Jack, not in a malicious way just Time Lord instinct. Jack ends up in the early 19th century in Cardiff.
